These are cast resin strips. They were used in RPO and Baggage cars laid down on the flooring. They had a metal pan under neath with drain tube for draining the ice as it melted.Hauling fish in these cars was a bad idea, as the first cars used smelled like fish all the time. Hence they were regulated to that type of service, for the remainder of there life span.
